Unusual Chapter Titles

Why is Chapter XXIII titled "Admirals Nagumo and Kusaka on the Bridge of the Akaiga, December 6, 1941"?

Kusaka under the command of Nagumo was involved in the premeditated and tactical planning of the attack on Pearl Harbor and Midway.

Why would Chapter XXIII bear this title?

Why then is Chapter XXV titled "Pearl Harbor' and Chapter XXVI titled "Guadalcanal"?
